A Spectator Restricted Regional Event at the 2.54 Mile Road Atlanta Circuit

This event is governed by the 2009 GCR, Category Specifications, FasTrack amendments, Pro-IT Rules, and these Supplementary Regulations. Current rules for Pro-IT, ITT, F600, SP2, SP3, and Atlanta Region Points Series are available at www.AtlantaSCCA.org.

1. Entry Forms and Fees:  Registration for this event can be accessed via links on the Atlanta Region Home Page (www.AtlantaSCCA.org).  If you have not previously registered for one of our events via our Online Registration System, you will be prompted to create an account before you can register.  As part of the entry process we ask that you indicate how many of your team will be attending Friday night’s social at the track.  This is for planning purposes only so we’ll know how much food and beverage to order.

Late Fee Policy:  Deadline for online entry for this event is Noon, Monday, Nov. 2.  Payment MUST be received before an entry is considered official.  Any entries (including driver changes) received after that date may be subject to a $150 late fee.  Late entry opens at the track at 7:00 PM, Thursday, Nov. 5.  Full refunds will be given for no-shows, so there is NO penalty for registering as early as possible. 

As added incentive to register early, only those officially signed up by noon on October 27 will be included in the event program.

Dual Paddocks:  For this event we will have the use of BOTH paddocks.  Cars in Groups 1, 2, 3, 4, 9, and 11 are assigned to the Club Paddock (outside the track) while Groups 5, 6, 7, 8, and 10 will use the Infield Paddock (inside the track).  Grid, Pit Road, and Tech for all groups will also be located on the same side as their paddock assignment.  Drivers choosing to park on the opposite side from their assigned group(s) are responsible for getting to the proper side for all sessions.  Be sure and inform the gate personnel when entering the premises regarding your paddock assignment (Club or Infield).

Make checks payable to “SCCA – Atlanta”.  Entry fees will not be deposited until after the event, so there is no reason not to register early.  A $25.00 charge will be assessed for any check returned due to NSF.  Primary driver is responsible for all fees for his or her entry.

2.  Credentials and Passes
A.  Photo ID’s:  IDs will be issued at the track Thursday evening, Friday morning, and Saturday morning in a location close to Registration.
B.  Credentials:  The entry fee entitles each entry to five (5) passes to include all drivers, entrant, and crew members as applicable.  Up to two additional Enduro drivers may be added to that list but will receive no additional crew passes. No Enduro driver changes will be allowed after 1:00 PM on Saturday unless approved by the Chief Steward and Chief of T&S.  Only SCCA members will be issued crew passes.  Non-members will receive visitor passes and may not enter hazardous areas.  Members and non-members must wear their passes visible at all times.  Credentials are valid only for the person to whom they are issued. Credential fraud of any kind will result in a penalty to anyone involved.
C.  Minors:  At Road Atlanta, Children 12 and under accompanied by an event participant will be admitted free.  Any minor over the age of 12 will be counted as one of the five passes allowed per entry.
D.  Waivers:  Each person entering the property without buying a ticket must sign a waiver at registration.
E.  Additional Passes:  This is a spectator event.  Up to 3 overcrew passes will be available at Registration for $20.00 each during Registration hours.  Spectator tickets can be purchased from Road Atlanta for $40.00 each for the 3-day event, $35 for Sat/Sun, $25 for either Saturday or Sunday, or $15.00 for a Friday-only ticket.  The prices for SCCA members, retired military (including families), participating car club members, or those with a valid student ID are $25, $20, $15, and $10 respectively.  Active military (with a valid Military ID) will be admitted free of charge.  Spectator vehicle parking passes are an additional $5.  Anyone arriving after Registration has closed for the day must purchase a spectator ticket to enter.  PLEASE make sure all your crew & friends are aware of Registration hours.

3.  Car Eligibility: These events are open to classes as follows: ASR, FB, FS, ST, STO, STU, ITR, ITS, ITA, ITB, and ITC must conform to the current GCR and Category Specifications for those classes. ASM, CF, CFC, F600, FFX, FST, GTA, IT7, ITO, ITT, SP2, SP3, SPO, SPU, SRX, SSM, TCC, Pro-IT, and Enduro rules may be found at www.ARRC-Online.com.

4. Driver Eligibility:  Each driver must be a current SCCA member and hold a current SCCA Competition License per the GCR, or a current license from an organization recognized by SCCA (see GCR 3.1.5 for the complete list). If you are a Novice permit holder, you must have completed two (2) races (equivalent to a Regional Competition License). Prior approval from the Chief Steward is required for Novice permit holders. Please call Chief Steward Laurie Sheppard at 972-896-7812 for Novice permit approval.

5. Drivers’ Meeting(s): There will be a meeting of all drivers and other interested parties during lunch on Friday at the Chalet. Pertinent information about the operation of the weekend will be discussed and all will be given the opportunity to ask questions.

6. Points & Prize Money:  ARRC Championship medals will be awarded for the 20 lap ARRC races on Saturday. Pro-IT points and prize
money will be awarded per Pro-IT rules. Class winners in Saturday’s ARRC races will receive victory laps.

7.  Car Numbers:  Will be finalized by the Registrar upon receipt of a properly submitted entry, with fee attached. Due to the nature of the groupings and “national” aspect of this event, no permanent numbers can be honored. If your first choice is no longer available on the drop-down list when you register, contact the Registrar (see number above) to attempt to work things out. Any necessary number changes must be verified by Tech prior to Tech Inspection stickers being issued. Note: Pro-IT rules require that the appropriate series’ decals, stickers and/or patches be properly displayed on all cars and driver suits in these events. In addition, Grassroots Motorsports decals and any Group or Event designation sticker issued at Registration must be displayed on the car for all sessions.

8.  Tech Inspection:  Those with a valid Annual Tech sticker should bring their vehicle log book(s), helmet, and driving suit to pre-event Tech Inspection. Since this is a highly visible SCCA event with Victory Circle photo ops, all patches and logos for competing sanctioning bodies must be covered or removed from driving suits. Those without a valid annual tech must bring their vehicles to pre-event Tech.

9.  Transponders:  The AMB timing system will be in use at this event. Each vehicle must have a working AMB transponder during all on-track sessions. AMB transponders may be purchased (rental units are also available) from SafeQuip, 1-800-247-4260.

10.   First Qualifying Session:  Due to the “seamless” nature of the qualifying sessions, cars will be gridded for their first qualifying session as they arrive at Grid.  The second group (when listed) should stage in the area behind the false grid and enter the grid immediately after the preceding group enters the track.  If a car’s time cannot be resolved due to incorrect entry information, inoperable transponder and/or incorrect/illegible car numbers, that car may not receive a time for that session.  It is the driver’s responsibility to verify that entry information is accurate and that the correct operating transponder is installed on the race vehicle. 

11.   Second Qualifying Session:  For the second qualifying session (where appropriate), cars will be gridded based on their fastest time in the first session.  If a majority of the drivers in a run group agree, the second session will be race of six (6) laps or 12 minutes, whichever occurs first.  If so, the BEST LAP from the race (not the finishing position) will be used to set the grid for Saturday’s Championship races, but only if it is faster than the time turned in the first Qualifying session.  If you wish to pursue this option for your goup, the Competition Chair will have a list of entries for each group so you can solicit driver signatures.

12.   120% Rule:  GCR Rule 3.1.1.C.2 will be in effect for this event.  Any driver/car combination not qualifying within a maximum of 120% of the qualifying time for the fastest car in their class must obtain permission from the Chief Steward in order to race.

13.   Oversubscription: The GCR limits the number of vehicles on track at Road Atlanta to 65. Our first choice is to alter the composition of the groups to eliminate oversubscription, but if that cannot be accomplished then qualifying sessions will be split at the discretion of the Chief Steward with all cars in a given class in the same session.  The fastest cars per class will start the race with the number of starters per class directly proportional to the number of entries per class until the race group maximum is reached.  Those not starting the race in an oversubscribed race will receive a refund of their entry fee less $100.

14.  Grid:  No fueling of cars on the grid.  No tractors, electric carts, or any other vehicles used to tow racecars or transport parts or related equipment will be allowed access to the grid.  Only the Chief of Grid or the Chief’s delegate can grant exceptions.

15.  Starts:    Split starts will be considered by the Chief Steward for all groups and will be announced at Friday’s drivers’ meeting.  Separate pace cars will be used and the classes will start approximately 25 seconds apart.  If there is a split start, each sub-group will receive a separate waving green flag to indicate a start.  For all races, the pole car of each sub-group is responsible for maintaining the pace set by the Pace Car until the green is displayed.  Any car jumping the start may receive a black flag.  In the event of a wave off, the race clock will start and extra pace laps will count as race laps.

16.  Race Length:    Saturday’s Championship races will be 20 laps or 40 minutes in length, whichever comes first.  The race clock will start when the leader crosses Start/Finish for each race and will continue to run regardless of flag conditions.  In the event the leader does not complete 20 laps before 40 minutes expires, GCR procedures for timed races will apply.

17. Impound:  At the conclusion of each of Saturday’s races the top three (3) finishers in each class should stop at the Winner’s Circle for interviews and photo opportunities. At the conclusion of all races (and any Winner’s Circle obligations), the top four (4) finishers in each class must proceed directly to the Tech area for inspection. IF IN DOUBT, REPORT TO IMPOUND. All IT competitors must present factory shop manuals as part of the impound procedure. For Saturday’s races, manifolds, induction systems, and cylinder heads may be removed and examined for porting and polishing. Bore, stroke, and displacement will be calculated and carburetors will be checked for primary/secondary operation. At the discretion of the Chief Steward, additional inspection may be required. The Chief Steward may, at any time during the event, require all or some cars in each class to be impounded for inspection. The competitor shall be physically and financially responsible for performing any required disassembly/reassembly. At least the top three class winning ARRC competitors will be inspected after their races. There will be no sealing of engines for those cars running in both the ARRC Championship races and Sunday’s races.  Do NOT run your engine in the Tech area.

18.  Flags:  Signaling will be done with flags.  Station 9, on the back straight, is the Black Flag station.  Individual Black Flags and mechanical Black Flags will be displayed at this station and at Start/Finish.  A “T” for transponder and/or “SOUND” board may be shown along with the car number and black flag.  Whenever possible, a “1 to Go” will be shown at Start/Finish to indicate the last lap has begun.  During qualifying and races the Checkered Flag will be displayed only at Start/Finish.

19.  Full Course Yellow: During any full course yellow (double yellow flags), the Operating Steward may dispatch the Safety (Pace) Car.

20.  Sound Control: Sound Control per GCR is in effect at this event.  All cars will be monitored on driver’s left approximately halfway between Turn 8 and Turn 9 and must not exceed 103 db.  Readings will be posted at the base of the Tower (Media Center).

21.  Restricted Radio Frequencies: SCCA - Atlanta radio channels are 460.625mhz, 465.625mhz, 464.825mhz, 464.675mhz, and 469.675mhz.  Road Atlanta radio channels are 461.200mhz, 466.200mhz, 464.075mhz, 469.075mhz, 462.375 and 467.375mhz.  Do not use these for your communications.

22.  Emergency Lanes: Keep all lanes in the paddock open at all times.  This is necessary so that emergency vehicles of all sorts can fulfill their duties.  If you leave a vehicle blocking an emergency lane it will be removed without warning.

23.  Medical Facility: If you are sick or injured, please check with the medical staff at the beginning of Pit Lane on the outside of the track.  They will treat you as needed and process necessary paperwork.  SCCA insurance will not pay if you do not have the paperwork processed.

24.  Property Damage: Road Atlanta and/or SCCA-Atlanta may hold drivers responsible for damages to property.  Drivers continually cutting apexes in the grass may be penalized and held financially responsible for repairs.  In addition to possibly being billed for property damage, drivers doing celebratory burn-outs, do-nuts, or similar activities are also subject to penalties for reckless driving per the GCR.

25.  Participant, Crew, Guest Conduct and Intoxicants:  No participant may use intoxicants before their race group activities or assigned duties are concluded each day.  Impound and Registration are race activities.  Violators are subject to disqualification from the event and ejection from the property.  Use of illegal substances is specifically prohibited at all times during the event.  Anyone using illegal substances is subject to disqualification and ejection from the property.  Drivers are responsible for their crew.  Workers are responsible for their guests.  Hall County ordinance prohibits bringing alcoholic beverages onto the property.  Smoking is prohibited indoors as well as in Tech, Grid, Pit Lane and within 20 feet of the Media Center/Tower.

26.  Contingency Registration:  In order to qualify for contingency awards, you must sign up for those programs by noon on Friday and have your vehicle conform to that sponsor’s requirement(s) prior to any applicable qualifying or race sessions. The Contingency trailer is located in the Club Paddock on Vendor’s Row across from Tech.

27.  Trophies: For those that choose not to wait for Saturday evening’s awards party, trophies will be available at the Tech Shed when vehicles clear impound and the results are final.

28.  Results: Results for qualifying and races are posted at the base of the Tower.  Extra copies are available at the base of the Tower.  Results will be posted at www.ARRC-Online.com, as soon as possible after each session. Unofficial timing data will be available on MyLaps.com at the end of each day.  If operational, iCard will also provide unofficial times.  If results copies are not available at the event, copies will be mailed by the Region to each entrant within 7 days of the conclusion of the event.

29.  Parking:  Cars in Groups 1, 2, 3, 4, 9, and 11 are assigned to the Club Paddock (outside the track) while Groups 5, 6, 7, 8, and 10 will use the Infield Paddock (inside the track).  Grid, Pit Road, and Tech for all groups will also be located on the same side as their paddock assignment.  Drivers choosing to park on the opposite side from their assigned group(s) are responsible for getting to the proper side for all sessions.  Paddock parking personnel will assign and direct paddock parking based on the size of your vehicles per instructions from the Paddock Chief.  If you have special requests please let the Paddock Chief know prior to arriving so s/he can make appropriate arrangements.  Vehicles parked in no-parking areas will be towed.  Refer to www.ARRC-Online.com for paddock parking guidelines.

30.  Pavement and Wastes:  Per Road Atlanta policy:  Do not drive stakes into the pavement.  Always use wood blocks or metal plates to prevent pavement damage from jacks and jack stands.  Do not spill oil, coolant, or fuel onto pavement or ground.  Receptacles for waste oil and for coolant are available in the paddock.  Please make provision for removing from the premises any used tires, fuel, brake fluid, solvents, hazardous waste products, and batteries.  If you do have an accidental spill, please call for the Event Chairman.

31.  Restricted Hours:  Hall County ordinance prohibits running race engines between 8:00 PM and 8:00 AM.  It also prohibits running race engines during the hours from 10:00 AM to 12:30 PM on Sundays.  Road Atlanta’s gates will be locked at 8:00 PM on the last day of the event. Please be off the premises by that time.

32.  Other Restrictions:  Per Road Atlanta policy:  Pets are allowed in the paddock area(s) but must be on a leash at all times when outside a vehicle.  Owners must clean up after their pets.  No glass containers are allowed on the property.  Skateboards, passenger-carrying wagons and skates are prohibited in the paddock, pit and grid areas.  The operation of any vehicle (including bicycles) by persons not holding a valid state Operator’s Permit is prohibited.  Road Atlanta policies that may not be known at the writing of these Regulations will supersede any rules stated here.

33.  Driver Information:  If you have questions about anything, “Rumor Control” is located at the Contingency Trailer on Vendor’s Row across from Tech. The personnel there may not know all the answers, but they will be able to direct you to those that do.

34.  Driver Advocate:  Because of the high-profile nature of this event, a team of Driver Advocates will be available to assist drivers with proper procedures regarding protests and appeals.  The Driver Advocate(s) will be located in the vicinity of the Tower.

35.  Racing Fuel:  Road Atlanta has automatic (credit card) pumps for both unleaded (93 & 98 octane) and leaded (110 & 112 octane) Sunoco racing gas.  While these pumps are normally available throughout the weekend, at a recent event the phone lines failed and the pumps would not operate on Sunday.  Should this happen again we will make every effort to resolve the situation, but participants might want to plan ahead to make sure they have adequate fuel for the weekend.  There ARE alternate sources of racing fuel in the vicinity.

36.  Toys for Tots Weekend:  This event will kick off Atlanta Region’s annual Toys for Tots drive.  Bring any unwrapped toy to Registration or to the Contingency Trailer for donation to Marine Corps Toys for Tots campaign.

37.  Track Tours:  Will be scheduled during lunch on both Friday and Saturday as time permits.  Copies of the Track Tour procedures will be available in the Media Center at the base of the Tower.  Waivers must be signed by all participants and a $20 per car donation will be collected.  Exact change is appreciated.

Three Hour Enduro

This spectator event at Road Atlanta is governed by the 2009 GCR, FasTrack amendments, the 2009 ARRC Regulations and these Supplemental Regulations.

1. Entry Fee is $375 regardless of the number of drivers and should be submitted per the ARRC Regulations.  Each entry may specify up to three drivers for each car.  In order to gain additional track time prior to the Enduro, one may participate in the weekend’s ARRC “sprint” program (two qualifying sessions on Friday and the 20-lap race on Saturday) and/or the Pro-IT program on Friday.  For additional track time there is also the Road Atlanta sponsored test day on Thursday.

2. Vehicle Eligibility:  Open to all vehicles eligible for the following classes:  ASM, IT7, ITA, ITB, ITC, ITO, ITR, ITS, ITT, SP2, SP3, SRX, SSM, STO, STU.

3. Sponsor Requirements:  Any classes eligible for additional sponsor-provided prize money must meet any decal and/or usage requirements of that sponsor.

4. Qualifying:  The GCR limits the number of vehicles on track at Road Atlanta to 65.  Given the number of cars that historically have entered this event, there will be two qualifying sessions of thirty (30) minutes each with all cars in a class in the same session.  The fastest cars per class will start the race with the number of starters per class directly proportional to the number of entries per class until the race group maximum is reached.  Those qualifiers not starting the race due to this procedure will receive a $275 refund of their entry fee.

5. Race Length:  The race will be three hours.

6. Pit Stops:  There shall be at least two (2) mandatory five (5) minute pit stops.  Additionally, any other fuel stop shall be five (5) minutes in duration.  Any pit stop may not commence until at least one (1) lap after the green flag starting the race or less than six (6) minutes prior to the checkered flag.  The official Timing & Scoring results will be used to determine the fastest race lap for each competitor.  The 40 mph traverse time for pit road at Road Atlanta is 14 seconds.  Lap charts will be examined to ascertain that each competitor did have at least two laps equal to their best lap time plus five minutes and fourteen seconds.

7. Pit Stop Penalities:  The minimum penalty for each short pit stop shall be assessed in this order: 1 to 30 seconds = 2 laps, 31 to 60 seconds = 3 laps, 60 to 120 seconds = 4 laps.  Pit stops short by more than 120 seconds (or no pit stop), minimum penalty is to be moved to last place in class.

8. Impound:  The top three cars per class must report to impound after the race to, at a minimum, be weighed.  If in doubt, report to impound.  Failure to report to impound immediately after the race may result in disqualification.

9. Race Stoppage:  During a red flag or “black flag all” condition the race clock will continue to run.  The entire field must pass the subsequent green flag at least once before starting a pit stop.

10. Full Course Yellow:  No driver may begin a required pit stop after the full course yellow has been shown. Any car/driver in the pits when the full course yellow begins may continue with their pit stop and may re-enter the track at the proper time to count the stop as a required stop.  A car/driver experiencing mechanical problems of an unsafe nature may enter the pits during the full course yellow, but that stop will not be counted as a mandatory stop regardless of how long it takes.

11. Fueling:  The car engine shall be off, the driver completely out of the car and no one shall be working on the car during the refueling process.  Those involved with the refueling (either holding the funnel or pouring fuel from an approved gasoline container) shall wear fire resistant clothing with face coverings (helmet or balaclava) and eye protection (goggles or face shield), gloves and closed-toe shoes.  All pit areas must be equipped with a competitor-supplied 10 pound 60 BC or ABC fire extinguisher meeting GCR specifications and held by a crew member with the pin removed during fueling operations. The competitor must supply water or speedy dry in case of fuel or oil spill.

12. Fueling Equipment:  Fueling gear shall consist of a gas can with a filler spout or funnel at a minimum.  No overhead fueling rigs are allowed.  A maximum of thirty (30) gallons of fuel is allowed in the pit area per car.

13. Other Regulations:  Air hoses shall be placed behind the pit wall prior to the car leaving the pit stall.  Any car running over an air hose will be assessed a one lap penalty.  Pits with compressed gas cylinders must have a cage covering the valve area per GCR section 10.  Any competitor using an electric air compressor in the pit area cannot keep fuel near the compressor or its electric connections.
